Levy payers make every £1 count.
As an employer, if your annual pay bill is more than £3 million, you’ll have to pay Apprenticeship Levy. This is charged at 0.5% of your annual pay bill. You’ll receive funds to spend on training and assessing your apprentices. On top of this, the government will add an extra 10%.
Non-levy payers get 95% funded.
As a non-levy employer, you pay 5% towards the cost of training and assessing your apprentice. The government will then pay for the rest (95%) – up to the funding band maximum. Employers could be eligible for extra funding depending on both your and your apprentice’s circumstances.

It depends on your organisation's size, the apprentice's age and the apprenticeship programme, but most employers pay only a small fraction of the training cost. If you don't pay the Apprenticeship Levy, the government usually covers 95% of training costs, leaving a mandatory 5% employer contribution - around £350 plus VAT for a Level 3 Early Years Educator apprenticeship, or around £200 plus VAT for a Level 3 Adult Care apprenticeship. From August 2026, apprentices aged 16–24 with non-levy employers will be fully funded, with no employer contribution required. Levy-paying employers can usually cover costs in full using their levy funds, and PTS can also help smaller employers access unused levy funds from larger organisations through Levy Transfer.
